The U.S. Department of Commerce (DOC) issued guidance stating that the use of Huawei's Ascend AI chips "anywhere in the world" violates US government export control measures. The department's Bureau of Industry and Security plans to warn the public about the potential consequences of allowing US AI chips to be used for training and inference of Chinese AI models. It stated that training AI models involves bombarding them with large amounts of data to teach them pattern recognition, while inference is the phase where models use training results to perform tasks.
