On Wednesday, U.S. Treasury Secretary Scott Bessent announced that he is working with U.S. lawmakers to formulate outbound investment rules against China, clarifying which investments are permitted and which are prohibited. Bessent emphasized that the outbound investment security program is a critical national security tool. He also indicated plans to collaborate with the Congress on legislative proposals regarding the inclusion of RMB in the International Monetary Fund’s Special Drawing Rights (SDR) basket, or whether this could be addressed through trade negotiations.
