To regulate AI services and applications, promote the healthy and orderly development of the industry, and protect citizens’ legitimate rights, the Cyberspace Administration of China (CAC) issued a notice to launch a three-month nationwide special campaign, namely "Clear and Bright - Crackdown on AI Technology Misuse".

A related person in charge of CAC stated that the campaign will be conducted in two phases. The first phase focuses on strengthening source governance of AI technology, cracking down on non-compliant AI applications, enhancing management of AI-generated synthetic technology and content labeling, and urging platforms to improve detection and authenticity verification capabilities.

The second phase targets prominent issues such as using AI to create and spread rumors, false information, and pornographic or vulgar content, as well as impersonation and engaging in online trolling activities. This phase will involve concentrated efforts to remove related illegal and harmful content, penalize non-compliant accounts, MCN agencies, and platforms.
