Democratic presidential candidate Kamala Harris is proposing a more modest increase to the capital-gains tax rate than that unveiled in President Joe Biden's budget this year, marking one of the biggest policy departures between the vice president and the outgoing president, US media reported. Harris would propose a capital-gains tax rate lower than Biden's proposed maximum of 39.6%. Harris will discuss her capital-gains tax proposal during a speech in New Hampshire on Wednesday, where she will unveil tax cuts aimed at spurring small business growth, according to the report. Harris' campaign has not yet committed to a new tax rate proposal, but the Wall Street Journal reported that her campaign has discussed a new maximum tax rate of 28%.
