Chen Changsheng, a member of the drafting group for the government work report and Deputy Director of the State Council Research Office, stated at a press conference by the State Council Information Office that this year's investment will focus on three aspects, according to Chinese media reports. One being that this year's central level funds, including budgetary investments, "two major" constructions, and local government special bonds, will exceed RMB5 trillion. The scale will be substantial when combined with local matching funds.
