China’s State Administration for Market Regulation (SAMR) recently issued the “Supervision and Management Regulations on Live E-commerce Operators' Fulfillment of Food Safety Responsibilities”, which will be officially implemented on March 20, 2026.

This is to urge live e-commerce platforms to fulfill their primary responsibility for food safety, regulate business conduct, protect consumers' legitimate rights, and promote the healthy development of new business models

Targeting the “store broadcast” and “influencer broadcast” modes in live e-commerce, differentiated obligations are clarified while defining the basic behavioral baseline that both must adhere to, according to the regulations.

The new regulations cover multiple entities such as platforms, live stream operators, and hosts, specifying 13 types of prohibited foods and requiring platforms to establish a full-chain review and intelligent monitoring mechanism to reinforce the implementation of primary responsibilities.

The 13 types of prohibited foods include those produced with non-food raw materials, foods with toxic or harmful substances added, foods exceeding limits for pathogenic microorganisms or heavy metals, expired, spoiled, moldy, or insect-infested foods, meat and products from animals that died from disease or failed quarantine, unlabeled pre-packaged foods, and foods that are explicitly prohibited by the state for production and operation.
