New CN Regulations to Regulate Cash Refusal to Take Effect in Feb 2026

The People's Bank of China (PBOC), the National Development and Reform Commission (NDRC) and the National Administration of Financial Regulation (NAFR) formulated the Regulations on RMB Cash Receipts and Payments and Services, which will take effect from February 2026, with an aim to prevent and address the refusal to accept RMB cash.

Charging units and business entities should respect the public's right to choose legal payment methods, the regulations stated. Except for situations where non-cash payment tools must be used due to legal, regulatory or statutory obligations, cash should not be refused, nor should others be required or induced to refuse cash.
