China's Ministry of Industry and Information Technology (MIIT) has issued the "Implementation Opinions on the Innovative Development of 'Artificial Intelligence + Information and Communications' (2026-2028)", stating that by 2028, artificial intelligence and information and communications will initially establish an integrated and mutually reinforcing innovation-driven development framework. Intelligent operation and service capabilities of the information and communications sector will reach internationally advanced levels, while information and communications networks will initially achieve high-level autonomous intelligence. More than 30 high-value typical scenarios will be formed, alongside a batch of benchmark applications and distinctive intelligent agents. Information infrastructure such as networks and computing power will further enhance support for artificial intelligence capabilities, with coverage of the 1 millisecond latency circle for metropolitan computing power reaching no less than 75%.By 2030, key core technologies for the integration of artificial intelligence and information and communications networks will achieve significant breakthroughs. The integrated service capability of communications, sensing, computing and intelligence will be substantially enhanced, forming a comprehensive collaborative innovation and industrial ecosystem. Construction of backbone transmission networks at 400Gbps and 800Gbps will be accelerated, and network transmission channels between national hub nodes in eastern, central and western regions will be optimized.
