Secretary for Labour and Welfare, Chris Sun, announced that the new arrangement under the HKD2 concessionary fare scheme, "HKD2 Flat Rate or 80% Off", has been smoothly taken effect from April 3, 2026 and has been operating swimmingly so far.

After reviewing the latest data following the implementation of the "HKD2 Flat Rate or 80% Off", the government has decided not to introduce a 240-trip monthly cap under the HKD2 concessionary fare scheme.

He said some persons with disabilities may need more interchanges than the general public to reach the same destinations, and a monthly limit of 240 trips may not be sufficient.

He added that implementing the monthly travel limit of 240 trips under the "HKD2 Flat Rate or 80% Off" scheme could save public funds of several hundred thousand HK dollars per year, but the cost of system updates and testing is estimated at about HKD30 million, therefore it was decided not to implement the travel limit after comprehensive consideration.
