China's State Administration for Market Regulation (SAMR) announced at a press conference that the "Regulations on the Supervision and Management of Food Safety Responsibility Implementation by Online Catering Service Operators" will be officially implemented starting in June, according to CCTV.

The regulations detail the full-chain management responsibilities of food delivery platforms, including merchant qualification review, information disclosure, process control, and issue handling. The platforms are required to take responsibility upon filing, be subject to regulation upon going online, and fulfill responsibilities upon operation.

Food delivery platforms are warned against merely collecting commissions without taking responsibility and focusing solely on traffic without regard to quality. They must genuinely assume the primary responsibility as "gatekeepers" of food safety in delivery services.

An SAMR representative remarked that "ghost deliveries" have long been a pain point in the food safety of online catering services. The new regulations propose targeted measures, requiring food delivery platforms to conduct real-name registration of merchants and perform substantive reviews of business qualification certificates.
