OpenAI issued a memo to the House Select Committee on China warning that DeepSeek is using unfair and complex methods to extract results from OpenAI's AI models to train DeepSeek's next-generation R1 chatbot product, according to Bloomberg.

In the memo, OpenAI stated that, although the company is attempting to combat users violating its terms of service, the extraction activities persist and have become more complex.
