As online celebrity accounts, with large numbers of followers and high social attention, have a strong influence and exemplary effect on the internet, the Cyberspace Administration of China (CAC) announced to establish a negative list for online celebrity account behavior, clearly defining the boundaries of conduct. This is to strengthen the regular management of online celebrity accounts, guide them to consciously regulate online behavior, and prevent inappropriate online conduct from causing negative impacts, the authorities said.

The negative list involves 13 behaviors, including spreading vulgar content, promoting undesirable values, creating negative personas, disseminating false information, distorting interpretations of policies and public events, inciting group confrontation, randomly exposing individuals, organizing debates, soliciting negative clues, calling for fan gatherings, implementing extortion, conducting unqualified operations, and covertly engaging in activities in black market.
