Hong Kong stocks prospered this morning (23rd). The HSI opened 218 points higher before its incline continued, and climbed 408 points or 1.6% to a full-day high of 25,538 at close, hitting an over-3-year high, representing an increase for 4 consecutive trading days. The HSCEI jumped up 165 points or 1.8% to close at 9,241. The HSTECH elevated 138 points or 2.5% to close at 5,745. Turnover for the day in the Hong Kong equity market amounted to $333.067 billion.

US President Donald Trump will release his AI Action Plan in Washington D.C. today (local time). Hong Kong's techs ascended. TENCENT (00700.HK)  -15.000 (-2.727%)    Short selling $1.95B; Ratio 16.927%   leaped 4.9% to $552, with its market capitalization exceeding $5 trillion, as PayPal partnered with TENCENT's Tenpay to establish a global digital wallet platform.

BABA-W (09988.HK)  +1.200 (+1.037%)    Short selling $662.20M; Ratio 7.482%   closed up 2.5% as it presented Qwen3-Coder as its most capable code model, with another rumor saying that BABA-W will launch its first home-grown AI glasses this week. In July, 127 domestic and 7 imported online games were approved in mainland China, including those from BIDU-SW (09888.HK)  +0.900 (+1.064%)    Short selling $187.60M; Ratio 24.670%   and NTES-S (09999.HK)  -3.000 (-1.468%)    Short selling $191.14M; Ratio 18.969%   . The two stocks escalated 6.1% and 2.6% respectively.
