In response to whether the central government has taken measures to combat the transshipment and smuggling of key minerals, He Yongqian, the spokesperson for the Ministry of Commerce (MOC), said at a press conference that strategic minerals such as antimony and gallium have significant dual-use control.

Hence, the implementation of export controls on them was in line with international practices. To firmly prevent illegal outflow, the Office of the National Export Control Coordination Mechanism has deployed a special action to combat the smuggling of strategic minerals since May.
