China's National Development and Reform Commission (NDRC) and National Energy Administration (NEA) jointly issued opinions on deepening and enhancing the 'access to electricity' service level and fully creating a modern electric business environment proposing to expand the 'three zero' service targets, including fully supporting the development and growth of the private economy.

The authorities also proposed to expand 'zero investment' for low-voltage electricity application to private economic organizations of 160 kW and below, encouraging eligible regions to further increase the upper limit of low-voltage access capacity and improve the quality and efficiency of 'three zero' services.
