The Scheme of Control Agreements (SCAs) of the two power companies in Hong Kong will expire in 2033. Secretary for Environment and Ecology, Tse Chin-wan, said Hong Kong's power market needs changes after 2033. Apart from ensuring more stable power supply, prices should also become more competitive, and the government will definitely conduct a prudent and comprehensive review.
