The Ministry of Industry and Information Technology (MIIT) announced that it has recently issued a notice to officially launch a pilot program for artificial intelligence (AI) technology ethics review and services. Leveraging provinces hosting national AI industry innovation and application pilot zones, the program will take the lead in exploring practical pathways for implementing AI ethics review and related services, improving a multi-stakeholder and highly coordinated governance mechanism, and supporting responsible AI innovation and high-quality industry development.The notice specifies that provincial-level industry and information technology authorities in regions with national AI industry innovation and application pilot zones will organize cities within these zones, as well as other interested cities, to participate in the program. Participating cities will focus on AI foundational infrastructure and vertical application areas including manufacturing, education, technology, culture, healthcare, finance, agriculture, tourism, and consumption, and will carry out AI technology ethics reviews and expert re-examinations. First, it will refine provincial-level AI technology ethics review systems and improve coordinated governance mechanisms at the city level. Second, it will guide various innovation entities to establish AI technology ethics committees and explore the establishment of AI technology ethics review and service centers. Third, it will advance practical AI ethics review work, organize expert re-examinations of high-risk AI technology activities, and promote the development and validation of standards related to AI ethics risk assessment and committee establishment. Fourth, it will build a three-tier agile governance network linking central, provincial, and municipal authorities, enhance reporting mechanisms for review outcomes, establish an AI technology ethics risk information reporting system, and improve risk early warning and dissemination mechanisms. In addition, a national AI technology ethics risk monitoring and service network will be established, relevant training materials will be compiled, regular "Ethics Classroom" sessions will be conducted, and ongoing risk monitoring and early warning efforts will be carried out to provide intellectual support services for pilot cities.
