Secretary for Labour and Welfare Chris Sun said last Saturday (Apr 4) after attending a television programme that regarding the malfunction of a fare rebate machine of Kowloon Motor Bus (KMB) last Friday (3rd), the Transport Department has instructed KMB to immediately conduct an investigation and submit a report on the incident as soon as possible. He stressed that if there were minor errors in the rebate amounts, the costs would be fully borne by KMB itself, meaning there would be no loss of public funds.Chris Sun noted that the "HKD2 Flat, 20% Discount" scheme is not a transport policy per se, but rather an overall transport service arrangement built upon existing transport policies. It allows the current 2.67 million eligible residents, mainly elderly citizens, including several hundred thousand persons with disabilities, to enjoy the "HKD2 Flat, 20% Discount" concession when travelling.He added that the number of passengers and the fare amounts involved in the KMB system malfunction will only be known after the company submits its report to the Transport Department. He believes that with ongoing publicity efforts across the 18 districts and territory-wide promotion of the "HKD2 Flat, 20% Discount" scheme including assistance from service ambassadors, Care Teams, district council members and social welfare organisations elderly citizens should soon grasp the details.
