Hong Kong's Secretary for Constitutional and Mainland Affairs, Erick Tsang, and Secretary for Housing, Winnie Ho, will step down shortly, Ming Pao reported, citing people with the knowledge of the matter. Both have yet to respond directly, while a government spokesperson stated they would not comment on speculative remarks.

The last senior personnel shuffle in the Hong Kong government occurred in December 2024, when then-Secretary for Transport and Logistics, Lam Sai-hung, and then-Secretary for Culture, Sports and Tourism, Kevin Yeung, were dismissed.
