Zhang Yuzhuo, chairman of the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council, published an article in the People's Daily titled 'Fully Stimulating the Vitality of Various Business Entities (Studying and Implementing the Spirit of the Fourth Plenary Session of the 20th CPC Central Committee)', suggesting the enhancement of core functions and core competitiveness of SOEs.

To advance Chinese path to modernization, it is essential to uphold the leadership of the Communist Party of China over SOEs, and steadfastly strengthen, optimize and expand SOEs and state capital, effectively enhancing the competitiveness, innovation, control, influence and risk resistance of the state-owned economy, and accelerating the creation of modern new SOEs that are innovation leaders, functionally prominent, efficiently governed and vibrant.
