China and Malaysia are in preliminary talks regarding a rare earth processing project, Reuters reported, citing sources.

Malaysia's sovereign wealth fund Khazanah Nasional may form a joint venture with a Chinese state-owned enterprise to build a refinery in Malaysia.

If successful, this cooperation would mark a substantial policy shift for China, as it had previously banned the export of rare earth processing technology.
