Uber responded to the Transport and Logistics Bureau (TLB)'s proposed legislative and regulatory framework for ride-hailing services saying that it welcomes the regulatory framework for ride-hailing services, and is pleased to see that the framework focuses on safety and service standards, such as the establishment of requirements for mandatory insurance, driver appraisal and regular vehicle inspections.

However, it remained concerned about the proposed cap on the number of ride-hailing vehicles, and considered that a rigid constraint might increase the waiting time for passengers, raise fares and limit the income-generating opportunities for drivers.

The Company looked forward to continuing to explore feasible options with the Hong Kong government and relevant stakeholders on the proposed framework.
