China's Ministry of Industry and Information Technology (MIIT) and 8 other departments jointly issued the 'Implementation Opinions on Accelerating the High-Quality Development of the Technology Service Industry' proposing to promote the comprehensive development of the technology service industry.

This includes comprehensive deployment in key areas such as R&D, technology transfer & transformation, enterprise incubation, technology promotion, testing, inspection and certification, information technology, engineering technology, technology finance, intellectual property, technology consulting and other technology services.

The authorities aimed to deepen the integration and application of new generation information technology, promote the application of advanced green technologies and facilitate deep integration with the tertiary sector of the economy, driving the high-end, intelligent, green and integrated development of the technology service industry.

Meanwhile, the authorities also aimed to guide the specialization, marketization and platformization of technology service institutions; optimize the policy environment of the technology market, build a national unified technology transaction service platform and accelerate the market-oriented allocation of technology elements.
